On or about At least one day after the end of the comment period the City of Ashland will Authorize the Habitat for Humanity to submit a request to the HUD for the release of the SHOP grant program funds under Title/Section [24 CFR/Section 11] of the Housing Opportunity Program Extension Act of 1996, as amended, to undertake a project known as Williamson Way Project, for the purpose of providing affordable homeownership opportunities, estimated funding for is project is between $500,000 and $750,000, and the project will be located at 452 Williamson Way in Ashland, Oregon.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements.  An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Ashland Community Development and Engineering Department building, located at 51 Winburn Way and is available for review and may be examined or copied on weekdays from 9:00 A. M. to 3:00 P. M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Ashland Community Development office.  All comments received by April 7, 2025; will be considered by the City of Ashland prior to authorizing submission of a request for release of funds.

RELEASE OF FUNDS

The City of Ashland certifies to HUD, Jordan Rooklyn, Certifying Officer in her capacity as acting City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Habitat for Humanity to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Ashland’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Name of the RE; (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFG Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HUD grant administration office at 1220 SW 3rd Ave #400, Portland, OR 97204.  Potential objectors should contact HUD to verify the actual last day of the objection period.
